Residents of Mayfeild Garden are a happy lot as finally their voices have been heard and the builder’s licence cancelled.

In November 5-11, 2011 issue, Cityplus carried an investigative story on Mayfeild Garden's civic-related problems and the fraudulent manner in which the developer was misleading the town planner and residents. Residents were facing many problems.
In wake of the story, the Mayfeild Garden RWA president Cdr (Retd) Dharam Vir Yadav filed a complaint to the Town and Country Planner (TCP) and also presented the Cityplus report in support.
Finding the plea of the residents and RWA valid, now, the Town and Country Planner department has put up public notices all over Mayfield Garden proclaiming cancellation of builders' licences.
The notice says that the builders' licences have been cancelled on account of non-payment of dues of huge amount running into crores of rupees, non-provisioning of public amenities and ill-maintenance of the colony. The builders are also yet to pay the licence renewal fee of Rs 24.72 crore and over Rs 17 crore of EDC. And the public has also been instructed to not pay further instalments to builders and instead the pending instalments should be paid to Director General, TCP because the entire colony has been taken over by the government.
For the residents, fed up with lack of facilities and violation of the building plans, the move has come as a ray of hope that the condition of the township will improve.    
Senior Town Planner RK Singh said, "As per the rules, consequent to cancellation of licences, no further work shall be undertaken or carried out by the coloniser, the DG, TCP himself has to carry out or get the development works done in a colony. We have called the colonisers to furnish audited statements of accounts duly certified and signed by a charted accountant showing the amount actually recovered by them from each property buyer and the amount they have actually spent on development works in the colony."
The Town Planner now shall intimate to coloniser the charges need to be incurred on development works and call upon them to pay these charges within 30 days. In case, they fail to comply, the DG, TCP Haryana will recover this amount as arrears of land revenue. All the developers of Mayfield Gardens have also met Haryana Chief Minister and promised him that all the dues will soon be cleared to TCP department and deficient works in the colony will also be completed at a faster pace.
The condition of roads, power and other infrastructure will also be improved. They have pleaded for revocation of DG, TCP order of cancellation of licenses but there is no provision under the said act for revocation. Presently, the RWA is in a catch 22 situation and has to adopt wait and watch policy. It is also in constant touch with the department who keeps it updated about the developments. They have also requested the TCP department to open the way for registration of properties and issuance of occupation certificates to property owners.
Sukhbir Singh Jaunpuria, managing director, SS Builder, which has a large stake in Mayfeild Garden said, "All the payments will soon be made to the TCP department as per the rule. The delay in the payment was due to some misunderstanding which has been sorted out."
Meanwhile, the residents are overwhelmed with the decision. "The government should also ensure that the proper facilities are provided in the colony," said Amit Sikka, a resident.
Many residents also say that the action should have been taken long time back. "It is good that licences have finally been cancelled and the project taken over by the government. The department must work to improve the roads, power and other facilities in the township," said Cdr (Retd) Dharam Vir Yadav, president, RWA.
